If the vote went the way Heinlein intended, we wouldn't have gone into Iraq in the first place.
Cute. Very cute. Please note however that the opposite is true for US involvement in Vietnam. You know what the chief problem with Heinlein's little plan is? Other than the lack of universal suffrage of course. It still allows those who will never have to fight in another war make the decision on whether to go to war or not. Had he limited the special prerogative of soldiers to voting on military matters and had he only extended this to those who were in the military during the vote and were projected to remain in the military when hostilities started, then it would do more to meet his declared intentions then the untenable mess that is suggested by the novel.

The problem of social responsibility posed by RAH has been much better handled by some real-life political systems. The Spanish CNT-FAI militias of the 1930's and the modern Mexican EZLN are two examples of such democratic military forces which function within democratic societies and do not exert undue influence on non-military matters.

It is an unmitigated disaster for military rule to displace democracy. It would be more rational to democratize the military instead.
