Help with a name of a movie - not much info

A friend of mine is desperately trying to figure out what this movie from his childhood is. I have never seen it so I can only go by what he told me and he may have been drinking a little. This is what he mentioned:

Some kind of magic scissors that can cut through anything.
Some kind of magic boots that you can use to walk up walls.
Elves, possibly that shoot arrows.

That's all I really remember him telling me. He thinks the movie is from the mid or late 80's or possibly early 90's.

Yeah, it does sound like Zelda. I'm surprised they haven't turned that into a movie yet.

That sort of film has Uwe Boll written all over it - and that is something to be discouraged - if not feared!!!

There was a really, really bad Legend of Zelda cartoon series in the 1980's. There were also cartoons of Pac-Man and Donkey Kong.
