Does anyone remember this futuristic movie (I think it is now among the annals of "B" movie stardom)---but what was the name of that guy that played the lead. . . ?

Are you sure of the title? "Death Warrant" was a Jean-Claude Van Damme Film. I don't remember another film of the same name. There was anime feature with the same title.

No--I might have them confused--I am talking about a movie with a a guy that kinda remind you of Rutger Hauer (big, blond, scary) as the lead---he is in a colony (or prison) that keeps people by putting bomb rings around their necks--if they stray too far, it blows. ring any bells?
