Does the film ever explain how the precogs were limited to seeing murders just in the D.C. area and how, when the time came, they would be able to expand the seeing area of the precogs to the entire country?

The idea that they can see murders in a limited area immediately surrounding them makes sense since they are obviously connected to some underlying social fabric that allows them to see the murders before they happen.

I don't think they ever mentioned the fact that it was only the general area. Interesting. I do have to wonder if DC was the only area that had the PreCrime area of police work.

The PreCog system in MR was a trial run, limited only to the DC area. I think they intended to hook them up in some fashion that would spread itself across the country not unlike a satellitte system.

How did they limit the pre-cog visions to just the DC area to begin with? If they could see every murder before it happened they would be innundated with visions every few seconds. And what about murders in Virginia, just across the Potomic River?

On top of that, the entire system was completely dependent on the three existing pre-cogs. It seems clear there were no others - none survived. Also, the circumstances that created them, mothers hooked on the crude form of the drug that Anderton was addicted to, was eliminated as well. If and when the pre-cogs died, or even if Agatha died, the entire system would collpase.

Another note - notice the ending of the film. The precogs were exiled to some remote island (looked like the Pacific coast of Washington State) to be at peace. How? Clearly the implication is that the precogs' visions are directly tied to geographical proximity. In other words, they see murders that will occur in their immediate surroundings and those surrounding can likely be pinpointed to a fairly specfiic square mile radius. They were put in an area virtually free of violent crimes (because it was virtually free of people) to stop the visions and dreams and be at peace.

This further complicates the fact that Pre-Crime could not have gone national without more precogs.
